"Chinese investment does have the potential to address Africa's infrastructure gap, but its approach has led to mounting debt and few, if any, jobs in most countries," he said before leaving for a five-nation trip that includes Chad, Djibouti, Ethiopia, Kenya and Nigeria.

"China will play a very important role in filling that shortage," he said, adding that connecting financial sectors and improving global commerce "will depend on China's participation in the global economy".

"China supports Djibouti's role in international and regional affairs and will work with it in communicating on the 2030 Agenda for Sustainable Development and peace and security in Africa."
